Though not a national holiday, Friend's Day is indeed an official holiday in the city of Buenos Aires. It was founded by an Argentinian professor named Enrique Ernesto Febbraro, who called it "Dia del Amigo," and it became official in the early 1970s.
Febbraro was inspired by the July 20, 1969 moon landing when American astronaut Neil Armstrong became the first man to walk on the moon. The worldwide event was such a moment for the scholar that he began to push for July 20 to become "Friend's Day," where everybody can celebrate their friendship with others.
He is quoted as saying, "I heard it being said that the landing on the moon was a grand gesture of friendship between humanity and the universe; the day was already decided!"

Although it is not a public holiday with a day off, Friend's Day is a celebration of life and love. There are parties for two to 22, with friends getting together to honor each other's strong ties - if not familial ties then certainly the next best thing.
Much of the partying tends to happen at night, after work, and, well, it isn't unheard of that the July 20 Friend's Day carries over into July 21.
