The Future of Tourism in Dominica

Dominica, an island nation dependent on tourism, has been pummeled by hurricanes for the last two years. While Hurricane Erika's torrent of rain caused catastrophic flooding and landslides in 2015, Maria's gale force winds damaged nearly all business and residential structures last month.

The effects of Hurricane Maria are feared to have a far greater impact on Dominica's economy than Erika, which caused damages equivalent to ninety percent of the Dominica's G.D.P. What does that mean to its people? To their economy and future tourism?

I reached out to Kevin Francis, Executive Vice President of the Dominica Hotel & Tourism Association (DHTA) and Colin Piper, President of the Discover Dominica Authority (DDA) to find out.

TravelPulse: What's the current status of Dominica as it relates to infrastructure?

Kevin Francis: All in all, the country is accessible but has some challenges.

Right now, we are wrapping up the Disaster Assessment. At present, there are significant road blockages caused by landslides and debris. Moving around is very hard. For areas that are open, you may need a 4X4 vehicle to get through. Structural damage and debris have closed bridges and roads. Vehicles are being asked not to come through the capital of Roseau while streets are cleaned. There are concerns (about) the Roseau river jumping its banks.

Communication is spotty. I've been calling members of DHTA by phone as well as sending text messages and using WhatsApp. However, I have not been able to reach all members yet because of intermittent cell phone and Wi-Fi connections. There are also now health concerns regarding mosquito born diseases as well as the health risks from people burning garbage which releases toxins can cause unhealthy air quality.

Colin Piper: Roads are navigable, and you can get around okay once they have been cleared. For example, the road to the airport and to the northern city of Portsmouth is drivable and clear, but now is just not the time to be exploring.

TP: What needs to happen in terms of recovery and rebuilding?

KF: The private sector has put out a list of suggestions that were presented to the prime minister including duty-free concessions, grants and subsidized loan financing. There is also a need to build capacity for climate-resilient structures.

CP: Assessment of damages is a critical need to begin the rebuilding process. The insurance process needs to happen as well to provide hope to property owners. There is a need to fast track generators, waters, linens and other service items and amenities in order to operational properties.

TP: What types of support does Dominica now and in the future?

KF: In my opinion, apart from the designated relief items that are needed, in the medium and long-term, we will need more hands on the ground, financing to help rebuild and specific expertise to help guide reconstruction efforts for various private sector businesses and hotels. Building back better is a priority for DHTA members.

CP: There are many options-funding, adopting a family or community and providing goods and supplies. The Office of the Prime Minister lists options on their website.

TP: Is there anything else you would like to add?

KF: Dominica is very resilient. We are a resilient people and we are all working hand in hand to rebuild the country. I'd like to add that now is the time for large corporations and business with expertise in renewable energy to come forward and pilot a project that will help Dominica achieve energy independence and resiliency.

DHTA is also looking at voluntourism in the future. I envision a coordinated effort between DHTA and with a number of boutique eco-friendly properties that are ready to create a plan for reconstruction and solicit the support of the volunteers. Volunteers can be hosted and participate in the rebuilding efforts by working hand-in-hand with local contractors.
